Eligibility Requirements

All domestic entities are eligible to apply, except other federal agencies, Federally Funded Research and Development Center Contractors and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code that engaged in lobbying activities after December 31, 1995.

Program Description

Through this FOA the Department of Energy seeks to develop new technologies to dramatically improve energy efficiency in information, communications technology, with an emphasis on new technologies that can be commercialized within the next three to five years, and to demonstrate through field testing highly energy efficient, emerging technologies that are ready for, or are in the initial stage of, commercial introduction.

There are three broad areas of interest. Each proposal may address only one of these areas of interest and must be a standalone proposal. The areas of interest are (i) Concept Definition Studies for Energy Efficient Information and Communications Technology; (ii) Information and Communications R&D For Energy Efficiency; and (iii) Demonstration and Field Testing of Highly Energy Efficient and Emerging Technologies for Data Center or Telecommunications Use.

Cost Sharing

  • Topic Area 1 (Concept Definition Studies): The DOE is seeking recipient cost share of at least 20% of the total allowable costs for all recipients and must come from non-federal sources, unless otherwise allowed by law. However, they will consider a cost share as low as 10%.
  • Topic Area 2 (Information and Communications Technologies R&D): The DOE is seeking recipient cost share of at least 20% of the total allowable costs for all recipients and must come from non-federal sources, unless otherwise allowed by law. However, they will consider a cost share as low as 10%.
  • Topic Area 3 (Demonstration and Field Testing): The DOE is seeking recipient cost share of at least 50% of the total allowable costs for the project (i.e., the sum of the Government share and the recipient share of allowable costs equals the total allowable costs of the project) and must come from non-federal sources, unless otherwise allowed by law. However, they will consider a cost share as low as 25%.
