Mark Looney, Partner

Mark Looney is a partner in the Real Estate practice group and a member of the Cooley Business department. He joined the Firm in 2000 and is resident in the  Reston, Virginia location.

Mr. Looney's practice includes representing major developers and national, regional and local companies in all areas of land use, including office, retail, industrial, mixed-use, residential, telecommunications, hotel and large planned community projects. Mr. Looney counsels clients concerning all aspects of the land planning, zoning and development process, including obtaining necessary zoning and permitting approvals from public bodies and agencies, as well as presenting proposed zoning changes to affected community groups and the local media.  Mr. Looney has been recognized as one of the region's preeminent land use/zoning attorneys by The Washington Business Journal ("Young Gun" - 2008; "Top Zoning Lawyer" - Finalist, 2009), The Virginia Business Journal ("Legal Elite - Virginia's Best Lawyers"), Richmond Magazine ("Rising Star"), and Chambers USA (named as an "Up and Comer" and member of the #1-ranked Real Estate practice in Northern Virginia).

Among the rezonings, concept plans, development plans and special exceptions on which Mr. Looney recently has worked are:

  • Reston Town Center   - 450-acre, 7+ million sq. ft. mixed-use Town Center District located along the Dulles Toll Road in Fairfax County:
                    • Spectrum at Town Center – 750,000 sq. ft. office/hotel, 1,450-residential unit mixed-use redevelopment.
                    • Excelsior Parc – 457-unit, two-building luxury condominium tower.
                    • The Paramount at Town Center – 100-unit high-rise luxury condominium tower.
                    • Trammell Crow Residential - 700+ high-end condominiums/apartments.
                    • Sallie Mae - 260,000 sq. ft. build-to-suit office campus.
                    • Athena/Renaissance Reston, LLC – Redevelopment/Conversion of 700-unit redevelopment complex in Reston, Virginia.
  • Springfield Mall – Conversion of 85-acre suburban shopping mall into transit-oriented, mixed-use development containing up to 2,800 residential units, 1 million sq. ft. of office, 450 hotel rooms and 2 million sq. ft. of retail.
  • Atlantic Realty   – 210-unit independent living facility located in planned community of Reston, Virginia. 
  • Glascock Field at Stone Ridge – 100-acre mixed-use community in Loudoun County, Virginia, including 750,000 sq. ft. medical campus, 550,000 sq. ft. secure office campus and 276-unit multi-family residential development.
  • StoneSpring Medical Center –  Medical campus for Hospital Corporation of America (HCA), including 164-bed general acute care hospital and 400,000 sq. ft. of medical office in Loudoun County, Virginia (pending).
  • Dunn Loring/Merrifield Metro Station   – 720-unit transit-oriented, mixed-use development, including 125,000 sq. ft. of ground floor retail & commuter parking, for Trammell Crow Residential at existing Metro Station in Fairfax County, Virginia.
  • Commonwealth Centre – 1.4 million sq. ft. office, hotel & retail mixed-use development in Westfields Corporate Center near Dulles Airport in Fairfax County, Virginia.
  • Reston Hospital Center – 225,000 sq. ft. of office space and 152-bed expansion and enhancement of medical campus in Reston, Virginia.
  • Herndon Element Hotel – 150-room hotel and 12,850 sq. ft. of retail space as part of mixed-use revitalization project in Town of Herndon, Virginia.

In addition, Mr. Looney has represented clients in real estate litigation matters and before the Virginia State Corporation Commission on public utility matters affecting real estate holdings and planned communities.  Mr. Looney also has assisted clients with real estate and related matters affecting the issuance of Certificates of Public Need for medical facilities in Virginia. 

Mr. Looney came to Cooley from McGuireWoods LLP, and previously served as the Manager of Government Affairs for the Fairfax County Chamber of Commerce, the largest chamber of commerce in the Metropolitan Washington area. He has appeared before numerous governmental bodies, including the United States Congress, the Virginia General Assembly and several local governments in Northern Virginia on a variety of policy matters. Mr. Looney also has considerable experience interacting with members of the state and local media.

Mr. Looney received his J.D., cum laude, from the George Mason University School of Law. He received a Bachelor of Arts degree from James Madison University, with majors in Political Science and Public Administration.

Mr. Looney is a former Chairman of the Board of Directors of the Greater Reston Chamber of Commerce, and still remains an active member of its Executive Committee.  He also serves as the Vice Chair of the Executive Committee and on the Board of Directors of the Northern Virginia Transportation Alliance, and previously served on the Board of Directors of the GMU School of Law Alumni Association and the Board of Directors of Brain Injury Services of Northern Virginia. Mr. Looney also has served as a lecturer at the National Regulatory Conference sponsored by the Administrative Law Section of the Virginia State Bar and as a lecturer at several land use and zoning conferences in Virginia.

Mr. Looney is a member of the Virginia Bar.
